Does anyone know what it means? Funny, 'cos this single obscure word must've been used a hundred times in each series. "It's not protocol", "He's off protocol", "The protocol is all messed up" blah blah etc etc.

Or I am I just obsessing needlessly???

    http://www.m-w.com/cgi-bin/dictionary?va=protocol third definition

25 uses "protocol" as pretty much following the rules. people don't want to break "protocol" so they don't get in trouble. mostly in 24 the only one that REALLY breaks protocol is jack bauer. some characters do to some degree but mostly it's just jack that almost seems to go out of his way most of the time to not follow the rules

The forum software doesn't use BBCode. I should install a plugin for tags but this is pretty bare bones but we get the point though :-)

Personally, I believe that protocol is just a filler word used to describe anything the writers are unable or unwilling to take the time to describe. examples: "I have three active protocols" "I need to download those new protocols" "The protocols are down" it is a way of airbrushing the technical details at CTU so we can focus on what is truly important, Jack Bauer in the field and violence.
